Here’s my offer,

I’ll replace every home lost to Katrina, Rita and the California fires THAT WON’T OTHERWISE BE REPLACED if you will LEND the project $5 Million Dollars.
I’ll do it in public view.
I’ll make it scam proof. You do the accounting on line in plain view. It’s required.
The houses will be GIVEN to the recipients free. All they will need is the deed to the land the houses get put on. Any one person from the household will be offered a job rebuilding theirs and others houses and they will get priority.
I’ll only hire Veterans, victims of the disasters, ex-offenders, people living at or below the poverty line AND I’ll give each one of those paid people their own house, also free.
I’ll save tax payers money.
I’ll prevent the need to cut down millions of trees.
For Mayors that co-operate I’ll help solve two problems they are having. Recidivism and what to do with unwanted houses.

I’ll give anyone, that matches, one of my kidneys if I fail. That is, if one of them is worth transplanting.
